Minutes of the Meeting held on Tues 2nd April 2019 at 7.30pm

Apologies for Absence 18-204 Cllr C Ashton

Public Forum 18-205 A resident attended and outlined that 6th June 2019 will be the 75 yr anniversary of D Day. To mark this day he would like the commemorative bench on Harrington Road to be unveiled possibly in conjunction with the RAF, British Legion, Choir of the Military Wives and a guest of honour, a 97 yr former pilot, who served with the RAF and flew out of the Twyford base originally. He is due to come over to the UK from the USA for the celebrations and hopefully may be able to visit South Witham. Further talks are being held with all the authorities and Cllr Jolley has already contacted the veteran to invite him.

Report from LCCllr Bob Adams 18-207

Cllr Adams advised that the application for grant monies towards a piece of play equipment (toddlers) for Great Close play area is being considered by SKDC (fin yr 2019/20). Cllr Kinning raised the issue of a couple of potholes patched on Templars Way recently and asked Cllr Adams to help with this matter, as the whole road needs resurfacing to an acceptable standard.

Notes of the Parish Council monthly meeting held on the 5th March 2019 18-208

The notes of the meeting were approved by the Council and signed by the Chair in acceptance as minutes.

Parish Council Elections – May 2019 18-209

Clerk had taken in all cllrs nominations to SKDC and will display further election notices as received.

Newly elected cllrs to take up positions at next PC meeting on the 7th May 2019.

Financial Matters 18-210

a)Monthly Accounts SWPC total bank balance £20279.09, BMM £20005.90, Play Project BMM £273.19.

Income received Funeral fees £350.00, Payments made; 1) Parish Clerk (Mar pay/exps includ. SKDC annual green bin refund £35) £691.77, 2) Janine Costello (Mar street cleaning) £112.00, Summer hours next month onwards 3) LALC subs 2019/20 £356.21.

b) EOY Accounts 2018/19 - PKF Littlejohn Audit Clerk in receipt of Annual Audit pack. Clerk to produce accounts return ready for Internal Audit inspection/ sign off by SWPC. Cllr Jolley/ clerk to ask Gordon if willing to perform internal audit for PC. SWPC also selected for intermediate review, clerk to provide additional information for this purpose.

Clerk’s and Councillors’ reports on ; 18-211

a)Village Hall, Cllr Jolley

Cllr Jolley advised that Tim Smith will do the VH porch roof fix, he won’t know how big a job it is until tiles removed. PC agreed for this work to go ahead, subject to being informed of work required/ associated cost. Also asked to take a look at guttering to rear of VH as potential leak. Cllr Hodgkin to arrange annual alarm service with Alarmline,

b) 2nd village defibrillator, Cllr Jolley

Cllr Jolley advised that he had met with the manager of Great Close Stores and he had agreed for a defibrillator to be put on the exterior of the building / wired into electrics . Clerk to order equipment this month and to also advise Cllr Adams in writing of location, as part of Members grant funding awarded.

c)Road Safety update, Cllr Parish

Cllr Parish advised that the speed signs are working, with nothing further to report this month.

d)Allotments, Cllr van Straubenzee Clerk had issued agreements / instructions for renewals due 1st May 2019. She has been advised of a few plots which are no longer needed, these will be offered to those on the waiting list this month. Details to be given to Cllr van Straubenzee as lead cllr for allotments to arrange meetings with those interested in a plot. Currently a problem with the allotment tap leaking, Cllr van Straubenzee arranging fix, clerk to advise all allotment holders this is being dealt with. Padlock issue also sorted, Cllr Oldfield had purchased a new lock, receipt to be given to clerk for reimbursement.

An enquiry had been made from an allotment holder asking if it would be possible to have a bee hive on the allotment site. Cllrs voted on this and declined this request , clerk to advise of decision.

e) Annual Litter pick – Sunday 28th April 2019, Cllr Parish All booked/ advertised, volunteers sought to help, meet at 11am at VH .

f) Play areas monthly inspection/ maintenance, Cllr Oldfield No issues this month

g) SW Academy – Commemorative bench for Harrington Rd, Cllr Ashton/clerk

Site meeting took place with Mike Smith (SKDC Premises Manager) and Janine Costello representing SW Academy. Permission was granted by Mr Smith for siting the bench and the position was agreed, ie. on corner of green facing out towards the road.

h) Update on piece of equipment for SKDC Play Area, rear Great Close, Cllrs van Straubenzee/ Smith Cllrs Smith and van Straubenzee showed further equipment ideas to cllrs. They had also visited Ropsley play area and are exploring various grant funding streams. They are to contact SKDC rep. this month to arrange site visit to discuss project further.

Planning Matters 18-212

a)New planning applications received by SKDC for Parish Council comment

i) Development for a minor material amendment to vary condition 2 of planning permission S17/0563 (approved plans and docs) to reflect amended restoration contours to the batters along the Northern & Eastern boundary of the site, location South Witham Quarry.

Cllr Jolley outlined the application. Clerk to apply for an extension to the deadline for comments, whilst Cllr Jolley formulates the response.

b)New planning applications received by SKDC for Parish Council comment after publication of the agenda none

c)SKDC planning permissions granted/refused none

Correspondence 18-213

Cllr Golding to represent SWPC and attend Police NPT meeting on 15/4/19, 6.30pm at Toft Hotel, Toft.

Cllr White to speak with farmer re. North Witham Rd overgrown hedge.

Clerk had sorted issue of High St lamp not working (lamp 6), both LCC / SKDC had denied responsibility for this lamp, advising resident it was unadopted. Clerk sent them a copy of a historic map of street lamps held on file, SKDC as responsible authority to now fix lamp.

LCC Street Lighting Policy information circulated to cllrs. Cllr Parish advised that the location of defibrillators should be notified to LCC to ensure adequate lighting is provided in the vicinity, clerk to deal.

Appointment of third member 18-214 Cllr van Straubenzee

Date of next meeting / date of APM 18-215 Tues 7th May APM at 7pm, followed by monthly meeting include. election of Chairman/ Vice Chairman. Meeting closed at 8.30pm
