Minutes of the June Parish Council Meeting held on Tues 4th June 2019 at 7.30pm

Apologies for Absence 18-239 Cllr C Ashton, Cllr A White, Cllr J Oldfield, Cllr P Golding

Public Forum, Two residents requested permission to use the VH recreational field for their Charity event in aid of Rainbows Hospice on Sat 31/8/19 for car boot and other activities. PC granted permission, residents to sort booking with VHMC. Cllr Lansdowne offered the Community group’s services to provide tea and coffee during the event.

Report from LCC Cllr Bob Adams 18-241

 Cllr Adams congratulated all those involved in the 75th Anniversary D Day celebrations on Sunday 2nd June 2019, welcoming Lt Col Hamilton to the village to unveil the Memorial bench on Harrington Rd and the refreshments provided by SW Community Group at the SW Academy afterwards. Particular mention given to Debbie Nicholls from SKDC who organised Lt Col Hamilton’s visit incorporating a visit to his original base at Twyford Woods and securing a flypast, also Emily Hill HT and Janine Costello representing SW Academy for fundraising efforts with the school children towards the bench and arranging the installation, David Kavanagh for his involvement with the whole DD celebrations and other individuals and businesses for their contributions. Cllrs Jolley/Adams to speak with Debbie Nicholls regarding producing a Grantham Journal article on this event.

Cllr Adams advised he is now Chair of the SKDC Planning Committee and SKCllr Bellamy is on the Finance and Constitution Committees. SKDC issues direct to Cllr Bellamy, LCC issues to Cllr Adams. Cllr Adams to follow up Great Close flooding issue with SKDCllr now in charge of this area.

Notes of the Annual Parish Meeting and the Annual Meeting of the Parish Council, both held on the 7th May 2019 18-242

The notes of both meetings were approved by the Council and signed by the Chair in acceptance as minutes.

Financial Matters 18-243

a)Monthly Accounts SWPC total bank balance £28121.94, BMM £27848.66, Play Project BMM £273.28.

Income received 1) Allotment monies total £540, 2) SKDC 1/2yr Precept £12000.00, Payments made; 1)Parish Clerk (May pay/exps incl. ICO fee £40.00) £704.27, 2) Janine Costello (May litter picking £224.00, 3) Alarmline (VH alarm annual service) £66.00 4) Chris Cunningham (bus shelter clean Feb/ May) £40, 5) Garden Angel ( cemetery grass cutting Feb-May 5 cuts @ £60) £300.00.

b) EOY Accounts 2018/19

i) Approval of the Annual Governance Statement With all Councillors in agreement, Cllr Jolley

(Chair) and Helen Sandon ( Clerk/ RFO ) signed off the Annual Governance Statement 2018/19.

ii) Approval of Accounting Statements With all Councillors in agreement, Cllr Jolley

(Chair) and Helen Sandon ( Clerk/ RFO ) signed off the Accounting Statements 2018/19.

Clerk to submit Annual Governance and Accountability Return 2018/19 to PKF Littlejohn LLP (external auditors) and to display the notice of Public Rights and Publication of Unaudited Annual Governance & Accountability Return for accounts for the yr ended 31st Mar 2019 on village notice boards/ Parish Council website.

Clerk’s and Councillors’ reports on ; 18-244

a)75th Anniversary of D Day and village celebrations, Cllr Jolley Dealt with under report from LCClr Bob Adams 18-241 above.

b)Village Hall Matters, Cllr Jolley

Cllr Jolley advised that the boiler is to be serviced this week. VH alarm service completed.

c)Village defibrillators

i) Councillors to join subcommittee, including election of lead Councillor

Various cllrs expressed an interest in being involved in joining this sub committee and therefore take on the routine maintenance of both village defibrillators. Mrs Andrea Smith, a resident / nurse in SW, has agreed to be involved with this. Cllr Jolley agreed to arrange a first meeting of Cllrs / Mrs Smith for this purpose.

ii) Current position re. 2nd defibrillator for top end of village

Clerk passed over the 2nd defibrillator/ cabinet to Cllr Jolley to sort install, clerk to arrange insurance.

d)Road Safety update, Cllr Parish Clerk to contact LRSP re.its Speed Initiative ( Radar speed guns) project, as no information has been received as yet.

e)Allotments, Cllr van Straubenzee All monies and lease agreements for this season now received by the clerk. Cllr van Straubenzee to inspect plots and advise clerk of those that require strimming, to request that this is done asap, to prevent weeds spreading to neighbouring plots.

f) Play areas monthly inspection/ maintenance, Cllr Oldfield In the absence of Cllr Oldfield, no report this month.

g) Update on piece of equipment for SKDC Play Area, rear Great Close, Cllrs van Straubenzee/ Smith Cllrs Smith and van Straubenzee to meet with SKDC rep. next week to discuss this project. They have also devised a letter to send to local businesses to consider donating to this project. Clerk to send out.

Planning Matters 18-245

a)New planning applications received by SKDC for Parish Council comment after publication of the agenda none

b)SKDC planning permissions granted/refused

i) S19/0609, 30 Templars Way, erection of single storey rear extension, following demolition of an existing conservatory – permission granted by SKDC

ii) S19/0603, New Mills, North Witham Rd, internal and external alterations and additional (private) vehicular access - permission granted by SKDC

Maintenance of VH noticeboard, Cllr Parish 18-246 Cllr Jolley to look at this.

Grass verges, Cllrs Lansdowne/ Parish 18/247 Volunteers being sought to help with grass cutting / strimming around the village troughs, to keep all looking neat and tidy. Cllr Lansdowne to place ad. in WW and co ordinate the volunteers.
