Draft Minutes of the Meeting held on Tues 5th February 2019 at 7.30pm

Report from LCCllr Bob Adams 18-181 Cllr Adams asked to chase LCC re. the new post install on Mill Lane to hold the bracket / new speed sign periodically. Clerk had submitted to Cllr Adams a request for SKDC Ward Member grant funding, towards

  1. 2nd Defibrillator for the Great Close area of the village , 2) a piece of toddler play equipment for Great Close play area if any further money available.

Notes of the Parish Council monthly meeting held on the 8th January 2019 18-182 The date of the next meeting was changed to the 5th Feb 2019, then the notes of the meeting were approved by the Council and signed by the Vice Chair in acceptance as minutes.

Parish Council Elections – May 2019 18-183 Information circulated to Councillors by the clerk re. the forthcoming elections. Clerk to attend training briefing at SKDC on Weds 6th March, collect Councillor packs and drop them by Cllrs. Three additional spare packs are to be provided for other residents who may wish to apply for a Councillor position. Cllr Hodgkin offered to be the central collection point for Cllrs to return packs by the 18th March, should they wish the clerk to take them into SKDC on their behalf (postal entries are not allowed). All other electoral notices to be displayed by the clerk as received on PC website

/ around the village.

Financial Matters 18-184

  1. Monthly Accounts SWPC total bank balance £24283.51, BMM £24010.41, Play Project BMM £273.10. Income received; 1) SW Playgroup donation for play equipment £3166.03, 2) Bin sticker monies from High St shop £16.00, clerk to bank.

  2. Payments made; 1) Parish Clerk (Jan pay/exps includ. 12 extra hrs for set up of new website) £840.27, Janine Costello ( Jan street cleaning) £112.00, 3) C C Cleaning ( bus shelter Nov & Jan) £40.00.

Clerk’s and Councillors’ reports on ; 18-185 a)Village Hall, Cllr Jolley

  1. Update on SWPC/ VHMC meeting to agree terms of VH 3 yr lease and annual rent payable

Cllrs Jolley, Parish, Ashton and van Straubenzee met to review/ amend the terms of the 3 yr lease and the rent payable. This was then put before the VHMC at a further meeting and all provisionally agreed by those present, subject to the final version of the lease being circulated and signed off by the full PC at its meeting.

  1. SWPC to vote to accept new lease terms and rent payable ( new lease to commence 1/4/19) SWPC voted to accept the terms of the lease and the rent increase to £750 per annum, payable in two instalments, with all in favour this was accepted.

Clerk to advise the VHMC of this, seek their approval also and to request that the Chair attends the March PC meeting to formally sign the lease agreement.

Other VH matters

Leak over VH front porch still an issue, awaiting a quote from Tim Smith ( Cllr Jolley sorting) .Cllr Ashton to request a further quote.

b)First Aid training, clerk The training session on the Tues 29th Jan 2019, was well attended – 19 people and proved very useful. Further session planned for Tues 26th February 1-3pm, in the VH. Places still available, posters have been put up around the village and on the PC website, bookings via the clerk. c)Road Safety, Cllr Parish

i) Update on post install for speed sign covered in report from LCCllr Bob Adams 18-181 above.

Cllr Parish asked for help from fellow cllrs with the mobile speed sign- recharging/ resiting periodically. She will email all cllrs for availability to show them what is required and will then draw up a rota for this task.

SW Village Website – update clerk
The clerk has set up the new Parish Council website and will continue to maintain it. http://parishes.lincolnshire.gov.uk/SouthWitham PC agreed that this is to be for PC information/announcements only, rather than village group news/ Witham Word. Village news may be found on the Community Website https://southwitham.uk. Links placed on each website to direct to each other.

In the absence of Cllr Oldfield, no report this month.

Update on equipment ( SW Playgroup funded) for SKDC Play Area, rear Great Close

Ongoing project, Cllr Smith to join Cllrs looking into this project and to research toddler equipment.

SW Playgroup donation received of £3166.03 held in reserve for this purpose, other funding being explored (Cllr Oldfield).

Planning Matters 18-186

  1. New planning applications received by SKDC for Parish Council comment after publication of the agenda none

  2. SKDC planning permissions granted/refused

S18/2158, 38 Templars Way, erection of garage – planning permission granted by SKDC

Correspondence 18-187

Cllr Parish wished to set the date for the annual litter pick, potentially Sun 29th April 2019 11-1pm, subject to there being nothing on at the church / no football matches on rec, Cllr van Straubenzee / clerk to check. Janine Costello had contacted the PC to advise that SW Academy art group has now raised sufficient funds to purchase a Commemorative bench to celebrate Armistice Day (see Oct 18 PC mins for further info) and if possible would like to site it by the lagoon on Harrington Rd. Clerk to seek permission from SKDC as it owns / maintains the land.

SKDC – have your say on Council Tax proposals for 2019/20 fin yr. SKDC Submission of Local plan to the Secretary of State. LCC notification of consultation on draft statement of community involvement.
