Minutes of the Meeting held on Tues 5th March 2019 at 7.30pm

Report from LCCllr Bob Adams 18-194
Cllr Adams advised that LCC has scheduled the replacement of Church Lane barrier fencing for works to take place in fin yr 2020. The clerk had submitted an application to the SKDC Ward Member Grant Scheme for monies towards a 2nd defibrillator for the village. Cllr Adams advised that this has been successful and £650.00 has been awarded. Cllr Adams was thanked by the PC for the monies awarded. A further application is to be made by the clerk this month for monies towards a piece of play equipment (toddlers) for Great Close play area.
Notes of the Parish Council monthly meeting held on the 5th February 2019 18-195
The notes of the meeting were approved by the Council and signed by the Vice Chair in acceptance as minutes.
Parish Council Elections – May 2019 18-196 Reminder given to cllrs of procedure for reapplying for cllr seats and deadline. Clerk to display election notices as received. Three spare application packs held for other residents who may wish to apply for a cllr position.
Financial Matters 18-197
a)Monthly Accounts SWPC total bank balance £22741.78, BMM £22468.63, Play Project BMM £273.15.
Payments made; 1) Parish Clerk (Feb pay/exps) £637.46, 2) Janine Costello ( Feb street cleaning) £112.00, 3) SWPCC ( churchyard upkeep for yr 2018) £350.00.
Clerk’s and Councillors’ reports on ; 18-198
a)Village Hall, Cllr Jolley
i) SWPC to vote to accept amended lease terms ( updated since Jan19 SWPC agreed terms)
With all Cllrs in favour, the amended terms were accepted.
ii) SWPC Chairman / VHMC representative to sign agreement in acceptance of new lease (to commence 1/4/19)
Cllr Jolley (SWPC Chair) and Shaun Mason (VHMC Chair) signed the new 3yr lease agreement, as witnessed by SKDCllr Adams. Clerk to send a copy of this to the VHMC for its records.
iii) Other VH matters
Leak over VH front porch still an issue, still awaiting a quote from Tim Smith (Cllr Jolley). Cllr Ashton had met with a further contractor but unfortunately it is not work they would undertake. Further local quotes to be sought. VH alarm service due- clerk to contact Cllr Hodgkin to arrange access.
b)2nd session First Aid training held on 26/2/19, Cllr Parish
This had gone well and was attended by nine people. PC agreed that the next session will be held possibly in September and on a Saturday.
c) SWPC to discuss/ agree the purchase of a 2nd external defibrillator / cabinet for the Great Close area of the village
All in agreement that a further defib/ cabinet is purchased for the Great Close area of the village. Cllr Jolley to go and discuss this with the Manager, Great Close Stores, to update at next PC meeting.
d)Road Safety update – village speed sign, Cllr Parish Cllrs Parish/ Golding had recently put up the movable speed sign on Mill Lane. When it is time to move it to its next location ( approx.end of Mar), Cllr Parish to request other cllrs help, so all cllrs get to learn what is required re. battery charging/ install).
e) SWPC to agree allotment terms and conditions for 2019 / 20 season and set allotment prices, Cllr van Straubenzee SWPC agreed changes to the t&c’s - section A1 & C terminaton of tenancy and also agreed that the rents should be increased to £25, £20 & £18 for the various sized plots. Clerk to update agreement and issue to the current tenants for renewals due 1st May 2019.
f) Annual Litter pick – Sunday 28th April 2019 Cllr Parish agreed to be the lead cllr for this initiative again. Equipment has been booked, clerk to collect from SKDC on Weds 24th April and drop to Cllr Parish.
Cllr Parish to design a poster to advertise the event and to also put in the WW. Litter bags to be picked up by SKDC on Mon 29th April from VH driveway and North Witham Rd bus shelter area.
g) SW Academy – Commemorative bench for Harrington Rd Site meeting arranged for Thurs 7th Mar at 12.30pm with Mike Smith (SKDC Premises Manager), Janine Costello (SW Academy), Cllr Ashton and Parish Clerk to agree permission /location for bench.
h) Play areas, Cllr Oldfield
i) monthly inspection and ongoing maintenance
Cllr Oldfield advised that the skatepark needs repainting which he will do in the Summer.
ii) Update on equipment ( SW Playgroup funded) for SKDC Play Area, rear Great Close
Cllrs Smith and van Straubenzee showed some equipment ideas to cllrs. Cllr Oldfield awaiting a reply from CVS for help with grant funding. Further research for update at next meeting.
Planning Matters 18-199
a)New planning applications received by SKDC for Parish Council comment after publication of the agenda
i) S19/0294, 38 Templars Way, erection of detached garage – no objections from SWPC
ii) S18/2077, Barn Owl CottaGE, 20b High St, erection of first floor extension- no objections from SKDC
b)SKDC planning permissions granted/refused none
Correspondence 18-200
Cllr Ashton mentioned that Commonwealth Day is on Mon 11th Mar 2019. He asked Cllr Parish to liaise with SW Academy re. Commemorating by raising the village flag and reading the affirmation.
LCC road closure notice - Thistleton Lane 3/4/19 10am – 3pm, between 100 mtrs and 250 mtrs south of Station Avenue, local diversion in place, Clerks & Councils Direct
