Minutes of the Parish Council Meeting held on Tues 5th Nov 2019 at 7.30pm

Public Forum 18-289 Two residents attended to discuss the possibility of a SW community garden, potentially on overgrown area of VH rec by car park. SWPC no objections to this in principle, clerk to forward Invest SK information to them.

Notes of the monthly Parish Council Meeting held on the 1st October 2019 18-292

The notes of the meeting were approved by the Council and signed by the Chair in acceptance as minutes.

Financial Matters 18-293

a)Monthly Accounts SWPC total bank balance £21690.59, BMM £21417.08, Play Project BMM £273.51.

Income due; 1) VHMC rent for yr 2019-20 £750.00 (full year invoiced), 2) SKDC 1/2 yr cleaning grant £640.38, 3) Vat return submitted for period 1/11/18- 30/9/19 £1309.16.

Payments made; 1) Parish Clerk Oct sal/exps £642.54, 2) Janine Costello (litter picking) Oct £112.00,

3) Keith Jolley (refund for cabinet locks) £7.49, 4) Mr Elson (cemetery hedge) £180.00, 5) RBL (poppy wreath) £17.50.

Clerk’s and Councillors’ reports on ; 18-294

i) Village Hall Matters, Cllr Jolley Heating ongoing – electrician and plumber to meet with Cllr Jolley this week. Porch roof repairs done, cost £1160, invoice to follow. While Tim Smith work undertaken, cones around the work area were thrown on VH roof by vandals breaking 12 tiles. Tim Smith has repaired these also at nil cost.

ii) Play area annual/ maintenance, Cllr Oldfield All in order

iii) Update on equipment for SKDC Play Area, rear Great Close, Cllr Smith

Cllr van Straubenzee advised that she had attended a Crowdfund SK meeting and is to now meet up with some local parents (Weds 6th Nov), to gain their involvement/ support with grant applications (Mick George/ Community SK) as they need Community involvement.

iv) Great Close Flooding

Cllr Golding had taken footage/ photos of recent Great Close flooding which had been forwarded by the clerk to LCCllr Adams to assist with sorting this problem / to show to various authorities/ establish responsibility for fix. Cllr Jolley in receipt of a quote for a CCTV drain scan, £250 plus vat and a further £250 to clear the drains. This passed also to Cllr Adams to discuss with LCC re. doing this work.

v) Position of Village mobile reactive speed sign To move to Moor Lane when it next needs charging.

vi) Thistleton Lane low bridge sign Cllr Parish to contact RCC to discuss signage and request a site meeting as its needs additional signage on Rutland County land to stop HGVs proceeding to bridge .

Planning Matters 18-295

a)New planning applications received by SKDC for Parish Council comment

S19/1671, 9 Moor Lane, 2 storey side extension – no objections from SWPC

b)New planning applications received by SKDC for Parish Council comment after publication of the agenda none

c)SKDC planning permissions granted/refused

i.S19/1645, 1 Harrington Rd - Willow tree to be reduced in height by 25% and pollarded- allowed by SKDC

Correspondence 18-296

Cllr Parish and SKDCllr Bellamy attended the LCC Road Safety on the A1 Workshop (8/10/19), which brought together the various stakeholders who are looking at upgrading the A1 from both business growth and road safety perspectives, ( ideas includ.. shutting off various crossings, upgrading to a motorway, reducing speed to 50mph in parts) . Presentation notes circulated to cllrs by clerk. Letter from Buckminster Estate advising they will notify relevant farmer to repair re. broken gate on Thistleton Lane. Resident reply (Great Close) re. litter in car parking area not theirs, notified to SKDC to deal. Environment Agency What the Flood Campaign, BT Adopt a kiosk scheme- High St public phone to be removed as only 3 calls in last 12 months, clerk checked re. adoption scheme, advised not applicable as not heritage red phone box. Thanks expressed to Cllr Golding, his wife and Mr van Straubenzee for putting up Remembrance giant poppies on lamp posts throughout the village.
