Minutes of the Parish Council Meeting held on Tues 1st Oct 2019 at 7.30pm

Report from LCC Cllr Bob Adams 18-280 Matters raised with Cllr Adams to look into, gully on Broadgate Rd/ High street that needs clearing out, water collecting under Thistleton Lane bridge and on Great Close. Cllrs Jolley / Kinning to devise letter for Great Close residents to assess the scale of the problem and establish houses affected.

The notes of the meeting were approved by the Council and signed by the Chair in acceptance as minutes.

Financial Matters 18-282

a)Monthly Accounts SWPC total bank balance £19987.72, BMM £19714.25, Play Project BMM £273.47.

Payments made; 1) Parish Clerk Sept sal/exps £703.19 2) Janine Costello (litter picking) Aug £224,revert to Winter hrs next month 3) Fran Parish (refund for trough plants) £29.92, 4) Pat Dedynski (refund for trough plants) £27.25, 5) PKF Littlejohn LLP (external audit fee) £240.00

b) 2018-19 Accounts Conclusion of Audit

PKF Littlejohn LLP external auditors had signed off the accounts with no matters raised. Clerk had displayed the Conclusion of Audit notice as required. Noted that Gordon Andrews asked that his Internal Audit fee to be added to the Memorial Fund, as per previous years, clerk to put £30 aside for this purpose. a) Village Hall Matters, Cllr Jolley Heating being looked at, as not working properly. Cllr Hodgkin to supply local contact for this purpose. Porch roof repairs to be done this month by Tim Smith. Cllr Jolley to remove weeds at side of VH and to also investigate missing drainpipe at rear of VH. Also raised that VHMC requires a Chairman and more Committee members sought.

b) Play area annual/ maintenance, Cllr Oldfield no report

c) Update on equipment for SKDC Play Area, rear Great Close, Cllrs van Straubenzee / Smith

Project ongoing, Cllr van Straubenzee advised that local parents are being sought to support any grant application to show Community involvement. She has been invited to Crowdfund SK meeting to discuss funding opportunities. Cllr Jolley advised that there is a possibility of funding from G Webb Haulage.

d)War Memorial, Cllr van Straubenzee Inspected and cleaned.

Planning Matters 18-284

a)New planning applications received by SKDC for Parish Council comment

i.S19/1645, 1 Harrington Rd - Willow tree to be reduced in height by 25% and pollarded

No objections from SWPC

ii.S19/1590, St John the Baptist Church, Church Lane –North porch extension No objections from SWPC

b)New planning applications received by SKDC for Parish Council comment after publication of the agenda none

c)SKDC planning permissions granted/refused none

Correspondence 18-285 North Witham Rd farmer agreed to cut vergeside hedge next week. Landowner on Thistleton Lane agreed for signage warning of low bridge to be placed on his land, clerk to look into signage for Nov agenda. SKDC Local Plan Main Modifications,Public Consultations- 30/9 - 11/11/19,see www.southkesteven.gov.uk/newlocalplan. LCC Adoption of the Lincolnshire County Council Statement of Community Involvement (SCI) 2019, LCC Road Safety on the A1 Workshop - Tues 8/10/19, Cllr F Parish and SKDCllr D Bellamy to attend, clerk to advise. SKDC – Crowdfund SK launched, clerk to forward to Witham Wanderers and VHMC to pass onto village groups. Clerk to write to Tarlok Green resident re. rubbish in car parking area.
