Draft Minutes of the Parish Council Meeting held by Zoom on Tues 3rd Nov 2020 at 6.30pm

Reports from LCCllr Adams/ SKDCllr Bellamy 20-101

Cllr Adams advised that all LCC/SKDC meetings are via Zoom for the foreseeable future. Cllr Kinning mentioned potholes still on Templars Way. She is to recheck the LCC Colsterworth Rural Report sent out and raise with clerk / Cllr Adams if marked as complete, or for further investigation. Cllr Bellamy updated the PC on the North Witham Rd Garden Centre, following advice received from a SKDC Planning Enforcement Officer. Action required by occupier – the driveway opening needs to be reduced, the gates need to be taken down and the hedging reinstated. Also planning permission will need to be retrospectively applied for by the occupier for any buildings on the site.

The notes of the meeting were approved by the Council and were signed by the Chair in acceptance as minutes, (to forward to clerk for records).

Financial Matters 20-103

  1. Monthly Accounts SWPC total bank balance £35696.97, BMM £35422.39, Play Project BMM £274.58. Payments made during month, 1) Parish Clerk sal/exps Sept £738.24 (includes refund for wetpour purchased for play area £111.60), 2) C C Cleaning bus shelter clean 5/10/20 £20.00, 3) Streetwise £144.00 (VH rec x 2 cuts Sept), 4) Janine Costello £224.00 (Oct hrs), 5) RBl ( 50 x giant poppies @ £3 each) £150.00, 6) Mr G Elson ( SWPC cemetery hedge cut) £120.00, 7) PKF Littlejohn LLP ( Audit of accounting return to Mar20) £240.00.

Clerk asked to do a cost comparison of VH utilities- gas /electric for last 2 yrs. Also to look at prices / sort new contract for electricity, as Opus contract ends on 20/12/20.

  1. SWPC website set up/ tfr of content/ guidance notes from Vera Green £875.00

PC agreement to this work as raised last month. Website well under way, information to be checked by the clerk in the next week, then shared with Cllrs for their approval, prior to going live with the new website.

  1. PKF Littlejohn Completion of Limited Assurance review for yr end accounts to 31st March 2020

External Audit complete, only issue raised on AGAR part 3 - monies paid early £38.00 as at yr end (allotment fees 2020/21) incorrectly included as reconciling items in bank reconciliation. Clerk had displayed the Notice of Conclusion of Audit on PC website/ village notice boards as required.

Clerk’s and Councillors’ reports on 20-104

a) Village Hall matters Cllrs van Straubenzee/ Parish

i) Update on electrical work at VH Paul Dalby and Richard Medcalf

Paul Dalby had replaced the hot water valve as agreed, however as this has been replaced 5 times over the last few yrs, he is meet with Richard Medcalf and assess what is needed to bring the system up to scratch, quote to follow.

ii) Works to tidy up vegetation in the vicinity of the Village Hall

Offer received from Cllr White to cut back and remove vegetation from car parking area with his tractor/ trailer and potentially add quarry stone to form more car parking. All Cllrs to look at this area and give views on what work is required, as may prefer to just cut back / tidy up trees and vegetation, rather than make an additional car parking area.

iii) Other The location of the new VH rec bin towards Templars Way bridge, has been raised by the street cleaner who is finding it a long way to drag the heavy bin bags down to the VH for weekly collection. She will see how it goes and let the clerk know, if necessary, the bin can be moved. PC to monitor bin by VH door also. Complaint received of litter being left on the rec after football matches. Clerk to contact Witham Wanderers Football club to ask that they do a spot check after matches and remove all litter, with request that they pass on this requirement to other football teams hiring the pitch.

b)Play area i) monthly inspection/maintenance, Cllr Oldfield In the absence of Cllr Oldfield, no report was given.

c) Allotments, Cllr van Straubenzee Cllr van Straubenzee apologised for not providing the clerk with a list of allotments requiring attention for her to contact this month, due to poor weather and family shielding, to do so this month. Mr Elson had cut the roadside hedge £120 inclus. vat. Chris Johnson to cut hedges/ replace the gate/post on the cemetery / allotment site this month, weather permitting.

SKDC Local plan review, issues & options report- Public Consultation 12/10 – 23/11/20, SKDC annual canvas & elections update, Local Lalc Revised Covid19 poster – displayed on village notice boards/SW FB, ,Parliament update on Local Electricity bill ,LCC Civic Amenity sites recycling update, Lincs Police Recruitment Campaign info, Lincs Resilience Forum Community & Volunteers newsletter, Government Fund to LCC re. Covid 19, LALC weekly newletters, SKDC Internal Control Framework, NALC Community Heroes, LCC Free school meals, 2022/23 Lincs Schools Admission Policy Consultation 2 30/10 – 14/12/20, SKDC Remembrance events info,LCC Parish Community newsletter, LCC Colsterworth Rural Nov report, C & C direct, LALC Playground info, LALC support & guidance for Councils due to 2nd lockdown. Cllr van Straubenzee expressed thanks to Cllrs Golding and Smith and their partners, for help putting up the large poppies on lamp posts in the village ready for Remembrance Sunday.

National Lottery Community Fund update required from PC.Cllr Parish to seek information / advice from Jack at Finding Fitness to submit in light of the limited activities that have taken place due to Covid19.

At time of minutes, no outdoor Remembrance Services permitted at any memorials on Sunday
