Minutes of the Parish Council Meeting held on Tues 4th Feb 2020 at 7.30pm

Public Forum 20-017 Resident attended to request a Community tidy up day, as many people having expressed an interest in getting involved and suggested a good time being pre VE day celebrations. PC agreed date of Sunday 3rd May 2020 time 11-1pm meet at VH for this purpose. Clerk to book equipment, litter picks, bags etc… with SKDC. Resident to supply posters for WW/ PC website/ village FB page/ noticeboards. Cllrs to supply a list of “grot spot” areas at the next PC meeting, for clerk to report to the Big Clean Team to spruce up.

Report from LCCllr Adams / SKDCllr Bellamy 20-018 Update from both Cllrs given on The Fox planning application S19/1377, this is now on hold for 3 months whilst the safety issues of the access to the site are addressed following Highways England’s concerns raised, then revised plans will be circulated again for comment. Clerk advised that SW had wrongly been missed off the circ. of the initial planning matter, as it had been sent to North Witham PC instead. SKDC confirmed SW will be copied in on the revised plans when issued and that SW can still comment on the pending plans. Clerk to formulate response for this. She had also recently written to Gareth Davies, local MP to raise safety concerns of the cut through across the A1 near the Fox, to request it and many others in the vicinity are shut off, no response as yet received. SKDC Local Plan 2011 – 2036 has been adopted, with two sites identified in the Plan for SW, 1)LV-H11 Land North of High Street (2) LV-H10 Thistleton Lane and Mill Lane, clerk had forwarded information to Cllrs prior. Cllr Adams advised that all progressing well with Balfour Beatty, the new Highways Contractors for LCC. They endeavour to give potholes a better level of fix/seal and whilst they are on site will also attend to any other potholes (unreported) they see within a 30 mtrs radius.

Notes of the monthly Parish Council Meeting held on the 7th January 2020 20-019 The notes of the meeting were approved by the Council and signed by the Chair in acceptance as minutes.

Financial Matters 20-020
a)Monthly Accounts SWPC total bank balance £27406.74, BMM £27133.09, Play Project BMM £273.65.
Payments made; 1) Parish Clerk Jan sal/exps £644.44, 2) Janine Costello (litter picking) Jan £112.00,
3) C C Cleaning (bust stop clean 20/1/20) £20.00.
b) SWPC bank account – bank mandate update of signatories/ information held
Clerk completed the bank mandate and cllrs / clerk as authorised signatories agreed by the PC, signed in acceptance. Clerk to take to HSBC and to also update online information held by HSBC.
c) Pensions Regulator re enrolment / re declaration ( 3 yrly duties) Clerk had re enrolled the PC in the scheme as required.

Clerk’s and Councillors’ reports on ; 20-021
a)Village Hall Matters, Cllr Jolley In the absence of Cllr Jolley, no report this month.
O/S items - Cllr Parish to seek someone locally to construct a bespoke disabled ramp for the VH doorway. Cllr Hodgkin to remind VHMC of the damaged tiles in the VH main hall that require fixing, Cllr Golding to assist with fix.
b) Update on equipment for SKDC Play area, rear of Great Close, Cllr Smith All progressing well, two quotes received, with a further one in progress.
c) Play area annual/ maintenance, Cllr Oldfield No report.
d) Update on VE Day Planning All progressing well with activities planned for the weekend. Funds of £500 held currently from local business donations, with the Blue Cow contributing the proceeds of the Sunday night quiz to this cause. Further funding sought for bunting/ leaflet printing, with possible PC donation to be added to Mar PC agenda for discussion.
e) PC bid for Lottery Funded Exercise Activities, Cllr Parish
Cllr Parish had submitted the application for a Lottery grant towards various exercise activities in South Witham for the coming yr 2020/21.

Planning Matters 20-21
a)New planning applications received by SKDC for Parish Council comment after publication of the agenda
i) Update on S19/1377, The Fox Great North Road South Witham Lincolnshire NG33,

Erection of roadside services, hotel and petrol filling station with associated parking, landscaping and access works. See above Report from LCCllr Adams / SKDCllr Bellamy 20-018
b)SKDC planning permissions granted/refused
S19/2200, Mrs Danni Twose, 9 Moor Lane- non material amendment for application S19/1671 (removal of brick quoins)- approved by SKDC.

Correspondence 20-022
Resident complaint received by the clerk regarding the state of the roads outside SW Quarry, which had been reported to the Police and LCC Highways. Clerk had contacted the Quarry Manager, Marco who replied that this was due to a fault with the generator for the wheel wash, compounded by being let down by the road sweeper engaged to clean Mill Lane. Both issues have been addressed and things put in place to prevent this happening again. Apologies extended by the Quarry to local residents affected.

SKDC Statement of Adoption of South Kesteven Local Plan 2011-36, LCC Parish Council and Town Council update (Jan), LCC new website training for clerks, compulsory attendance required in order to continue using LCC hosted website- clerk booked to attend 2/3/20 afternoon training session, LCC Call Connect info.
