Receive Declaration of Interests 20-026 none

Public Forum 20-027 VE Committee reps Dave Parish (Chair) and Peter Allett (Treasurer) gave an update on activities planned for the weekend. Event details to go in the next WW and up on noticeboards / village FB page. Funds currently stand at £1113.75 with various local businesses contributing to the funds (see note 20-036 below also).

Reports from LCCllr Adams / SKDCllr Bellamy 20-028
Cllr Bellamy advised that the mobile Kebab van (no street trading licence) visiting South Witham and neighbouring villages is still under investigation by SKDC, photographic evidence of trading required to take further. Cllr Adams advised that Network Rail has accepted responsibility for old drainage systems found under railway bridges throughout the County and therefore the maintenance of these. It is hoped once actioned, flooding under Thistleton Lane bridge will ease. Great Close flooding matter still ongoing.

Notes of the monthly Parish Council Meeting held on the 4th February 2020 20-029
The notes of the meeting were approved by the Council and signed by the Chair in acceptance as minutes.

Councillor Vacancy following resignation of Cllr Jolley due to work/personal commitments 20-030
Clerk to advise SKDC of vacancy and to display Councillor vacancy notice on village noticeboards.

Allotments 20-031 Cllr van Straubenzee i) Review of fees charged PC agreed that fees remain as per 2019/20 season ii) Review of T & C’s No changes made.

iii) Renewals process for 2020/21 season Cllr van Straubenzee to undertake plot inspection and to contact allotment holders who have not worked their plots last season to discuss. It is likely that these tenancies will not be renewed for the season 2020/21, making room for the many residents on the waiting list eager for a plot. Clerk to send out renewal invitations/ payment information once this has been established, ready for 1st May 2020 start of new season 2020/21.

SWPC Cemetery 20-032 Cllr van Straubenzee i) Review of Scale of Charges No changes made, therefore the scale of charges were adopted by the PC. ii) Review of T & C’s No changes made, therefore the T & C’s were adopted by the PC.

Review of SWPC’s GDPR Policies 20-033
Annual review of the GDPR Policies were approved by SWPC without change.

Review of SWPC’s Risk Assessment Policy 20-034
Annual review of SWPC’s Risk Assessment looked at, clerk to alter defibrillators held to two, this was then approved by SWPC.

Financial Matters 20-035

a)Monthly Accounts SWPC total bank balance £26129.49, BMM £25855.79, Play Project BMM £273.70.

Payments made; 1) Parish Clerk sal/exps Feb £657.07, 2) Janine Costello (litter picking) Feb £112.00, clerk to request Janine reverts to Summer hours March 20 onwards.3) DGM Electrical ( heating check / valve replaced 19/12/19 inv. prev. lost in post ) £84.00.

Clerk had pursued water claim following leak/ delayed fix by Wave (Aug/Sept 19) as invoice received for £1620 (Nov19). Wave has now assessed and £1430 to be reimbursed to account (Feb 20).

Clerk’s and Councillors’ reports on ; 20-036

a)VE Day Planning

i) general update covered under Public Forum.

ii) SWPC to agree contribution to VE Day weekend celebrations PC agreed to make a donation but would like to fund a specific item(s). Clerk to contact VE Committee Chair and request a breakdown of costs. To vote on at April PC meeting.

b)Village Hall Matters

i) general Cllrs Parish and van Straubenzee both agreed to be lead Cllrs for the VH and oversee issues, (taking over from Cllr Jolley). Cllr Smith passed her keys to Cllr van Straubenzee for this purpose. Cllr Golding to attend upcoming VHMC meeting and to report back to PC on issues raised. VHMC is currently looking into sorting the VH external Biffa bin as it is broken and to potentially have a recycle bin and a normal waste bin. Cllr Smith to request detailed VH update from Cllr Jolley on all works undertaken in last year.

ii) VH rec trees Cllr van Straubenzee had met with a Bytham Trees rep to assess the trees rear of a Covereley Rd property. Work deemed not necessary, clerk to advise resident.

c)Update on equipment for SKDC Play area, rear of Great Close, Cllrs van Straubenze/ Smith

All progressing well, three quotes received for equipment and associated groundworks. Committee members to attend SK Crowdfunding meeting on the 10th March to discuss potential grant opportunities.

d Play area annual/ maintenance, Cllr Oldfield Not present therefore no report.

e) Community Annual Litter Pick- Sun 3rd May 2020, clerk . Cllr Parish to lead event and will provide cakes. Equipment has been booked with SKDC, to be picked up on Friday 1st May by Cllr Golding and returned on Mon 4th May. Posters have gone up around the village and on FB to advertise event.

f) SWPC website update following clerk’s training with LCC, clerk Clerk had attended a training briefing on Mon 2nd March re.the new LCC website to host PC run websites. Logins/ passwords to be rolled out to PC’s once all the training sessions have taken place (approx.2 wks time). Clerk to then set up new PC website from scratch. Old PC websites will remain until LCC is advised that they can be removed. Assurance given that PC’s will have several months to sort out their new websites first).

Planning Matters 20-237

a)New planning applications received by SKDC for Parish Council comment after publication of the agenda none

b)SKDC planning permissions granted/refused none

Correspondence 20-038

Discussion took place regarding the High St shop defibrillator as taken in an emergency situation last week. NHS had advised clerk of this via email and taken this defib out of service on its system until confirmation received back all ready for use. Defib Committee had subsequently made its checks and clerk confirmed all ready for use. Clerk has now registered both defibs on “The Circuit” the preferred Defib communication platform as advised by NHS.

Reply from Gareth Davies MP re. A1 safety/ cut throughs, stating he has raised matter in House of Commons and with the Secretary of State for Housing, Communities and Local Government. He is working with Lincolnshire colleagues to join forces on this matter. Also received from Gareth Davies, PC Chairman invite to Parish Council Summit on Frid 20th Mar 2020.

LCC temporary traffic restriction 23/3 – 27/3/20 High St (Water Lane to Thistleton Lane) for gas service connection works.
