Minutes of the Parish Council Meeting held on Tues 7th Jan 2020 at 7.30pm

Receive Declaration of Interests 20-003 none
Position of Chairman 20-004 Cllr Smith expressed an interest in the position and so was nominated by Cllr White, seconded by Cllr Parish and with all Cllrs in favour and no other nominations received, Cllr Smith was elected Chair. Cllr Smith then signed the Declaration of Acceptance of Office for this position and agreed to lead the meeting from February onwards.
Public Forum 20-005
G Webb Haulage Ltd representatives - Richard Breen (General Manager) & Gian-Marco Marseglia (Deputy Manager) introduced themselves to SWPC and outlined the plans for the quarry, ie. later in the year they will be ready to go ahead with the quarry extension towards Thistleton direction (planning already in place) and will deal with the restoration as they go. They are concerned with the planning agreed for restoration by the previous quarry owners as it stands, as feel it is a very steep profile and so potentially unsafe. LCCllr Adams agreed to work with them on this to resolve this. He is to arrange a meeting to discuss further. Marco is at the quarry site every day and offered to show Cllrs around, so they can see operations. He can be contacted anytime to discuss any issues as arise. Quarry has recently worked with RCC and had additional wording added to A1 signage at Ram Jam exit, so now says no HGVs “ except for access to quarry “. This will stop the confusion and ensure vehicles come off at this exit and use the relief road rather than go through South Witham. Their aim is to work with the local villages and site vehicles are also avoiding Thistleton and Wymondham villages.
Report from LCCllr Adams / SKDCllr Bellamy 20-006
SKDCllr Bellamy had provided funding information for VE Day purposes, forwarded by Clerk to Dave Parish, Chair of VE Day Committee. He also advised that investigations regarding the mobile kebab van are still ongoing with SKDC. LCCllr Adams advised that SKDC had held its budget meeting and SKDC plans to become a self sufficient Council, whereby it meets all its costs from its revenue stream ie. Council tax/ business tax. He advised that he is reviewing Planning operations so a consistent approach is reached with working practices and the interpretation of comments raised on planning applications is clear. Parish clerks are to be issued with yellow notices for all planning applications. The Fox planning application S19/1377 raised with Cllr Adams, as this has not been received by SWPC for comment. Cllr Adams to look into this. PC asked clerk to write to local MP to raise concern of vehicles travelling on the A1 North crossing over the carriageway at the Fox, as there have been numerous incidents of long vehicles straddling across the fast lane of the A1. Clerk asked to request this gap is blocked off to stop this happening. SKDCllr Bellamy to forward his correspondence to MP, to the clerk also.

c) Update on VE Day Planning Cllr Parish advised that a second meeting had taken place and all is progressing well with activities planned. SWPC gave permission for the recreational field to be used for the whole weekend. Clerk to provide Committee with a copy of SWPC Insurance detailing Public Liability cover.

PC bid for Lottery Funded Exercise Activities, Cllr Parish 20-011
SWPC agreed to apply again for a Lottery grant towards various exercise activities in South Witham for the coming yr 2020/21.Cllr Parish to advise Jack Hubbard of Finding Fitness who will work with SWPC for this purpose.
Correspondence 20-012 High St wall opp. Blue Cow is crumbling onto pavement areas, PC to establish ownership for repairs to be undertaken.
