Minutes of the Parish Council Meeting held in the village hall on Tues 5th Oct 2021 at 6.30pm

Chairman’s remarks 21-140
Cllr Ashton asked Cllrs to indicate to the clerk or himself, if they wished to comment on an agenda item.

S21/1499 27a Water Lane Partial retention of bungalow (previously approved for demolition S17/0601), change of use to an ancillary outbuilding for home office and storage use and re siting of approved garage Public Forum 21-142 none
Reports from LCCllr Adams/ SKDCllr Bellamy 21-143 Cllr Bellamy advised that the Grantham Meres is now being used for booster Covid jabs until 20th December. Clerk asked for his assistance on the following, 1) Hillview Rd hedge/ wall backing onto the High St– evidence of ownership 2) Chasing up response from LCC requesting other measures that may be taken to prevent HGVs accessing Church Lane. Clerk to forward paperwork.

In addition, clerk to refund Cllr Parish for storage box purchased for sports equipment £70.00. This has been placed in the container exterior to VH. Storage box funded by Lottery fitness grant
Allotments, Cllrs van Straubenzee
General Update
Cllrs van Straubenzee and Oldfield had advertised / held a meeting at the site on Friday 17th Sept, attended by 3 allotment holders, (1 apology sent) to discuss the recent theft/ damage to two of the plots. Since then repairs have been made by Cllr Oldfield to fencing at the site, only to have further damage take place. Cllrs in agreement that action needs to be taken to deter this anti-social behaviour.
Councillors to vote on the possible purchase of 3 CCTV cameras at a total cost of £180 and associated CCTV signage Cllrs discussed CCTV and possible lighting at the site and agreed to purchase one wildlife surveillance camera, approx. cost £50.00, clerk to arrange. Cllr Oldfield to sort signage for the gate.
War Memorial, Cllr van Straubenzee
This has had its annual clean by Cllrs van Straubenzee and Parish. It is hoped that the Remembrance Service at the church will go ahead this year.
Village Hall, Cllrs van Straubenzee
Update on VH matters
Cllr van Straubenzee advised that the VH Pat testing has been done, although not having had sight of last year’s Pat testing list which is more extensive, she will recheck all equipment has been tested. SWPC to consider for future whose responsibility this should be - SWPC or VHMC. All heating in the two halls and corridor reported as working fine. Cllr Parish is no further with any company quotes for the flat roof work, Cllr Hughes to assist with this with a possible company to assess roof works. Annual boiler service due 18th Oct, Cllr van Straubenzee sorting with Paul Dalby. Cllrs Oldfield/ Steele agreed to lag the pipes in the VH loft in the coming month. To provide receipts to the clerk for reimbursement.
Play area monthly inspection/maintenance, Cllr Oldfield Rospa reports had been circulated to Cllrs by the clerk. Cllr Oldfield had examined the reports which highlighted a few issues such as bird poo on equipment (dealt with). Other issues such as rust corrosion spots, trip hazards, skate ramp lifting… to be dealt with by Cllrs Oldfield/ Steele once weather is better. Discussions ongoing re. Goals safety.
Cllr Hughes offered to look into play equipment grant funding streams, to report back to Cllrs van Straubenzee / Oldfield.
Planning Matters 21-146
New planning applications received by SKDC for Parish Council comment
S21/1499 27a Water Lane Partial retention of bungalow (previously approved for demolition S17/0601), change of use to an ancillary outbuilding for home office and storage use and re siting of approved garage SWPC to make the following objections, this was never a bungalow, it was previously a storage office and permission was only granted for the new house to be built on this plot, if the storage office was knocked down. Therefore this building should still be demolished as agreed.
S21/1817 35 High Street, render to front and part of side elevations and demolition of chimney, 2 bay windows and conservatory. New bay window to north elevation and single storey extension to south – no objections from SWPC
S21/1834 11Church Lane, Trees in CA Section 211 notice, White Beams, reduce to 3 metres to reinstate hedge. Pollard 1 x lime and 2 x beech- no objections from SWPC

Emergency arrangements for the village, Cllrs Ashton 21-147
Cllrs Ashton and Oldfield are finalising the notices this month for display, with a map detailing where the various defibs/ shops etc... are in the village. To include emergency councillor contact details as agreed at last month’s PC meeting. Cllr Steele to be responsible for display of PC agendas/ minutes on Premier Stores, Great Close noticeboard.
Teenager meeting re. holiday activities, Cllr Ashton 21-148
Cllrs Ashton and Parish had discussed holding a meeting and felt it was a better approach to poll the teenagers via SW FB to see if they wish to have a meeting on this. It is hoped parents will alert their children to the poll. Cllr Kinning to organise the SW FB poll.

Anglian Water – improving the water pipes from Gunby to South Witham, Invest SK Autumn newsletter -funding workshop and new grants, Lincs Police Road Safety Campaign, Town & PC newsletter Sept21, NHS Lincolnshire CCG formal consultation exercise on the future of four local hospital services (12 week public consultation).
