Other payments made following issue of agenda – CC Cleaning (quarterly bus shelter clean) £20, Tracy Stafford-Garden Angel (cemetery / allotment site grass cutting - 28 Sept/ 12 Oct 20, 6 hrs @ £20 ) £120.
South Witham Parish Council to agree annual Precept for yr 2021/22
Councillors agreed to keep the Precept at the same rate as 2020/21, therefore £25000. This works out at £53.08 (Band D tax rate average), a decrease of 20p or - 0.40% on 20/21 rates, clerk to advise SKDC accordingly.

Cllr Oldfield Repairs to be made as soon as possible weather permitting.
New SWPC Website update
The new SWPC website went live on the 10 Dec 2020, south-witham.parish.lincolnshire.gov.uk, this was more work than originally estimated due to several LCC system glitches and issues with the transfer of content data. PC agreed that VG Net (Vera Green) to invoice for all work undertaken, £875 as per estimate quote plus additional hours worked £200, £1075 total, clerk to liaise. Also PC agreed for clerk to be paid for additional hours spent on this during Nov/Dec, 10 hrs at £15 to be paid, £150 total. Clerk to further check the data held and maintain the website for SWPC.
Cemetery
review scale of charges for 1 Jan to 31 Dec 2021 PC agreed to keep prices at the same level as 2020/21.
review terms & conditions All as per existing agreement 2020/21, but slight amendment, add in ashes plots terms, clerk to sort in association with Cllrs Smith and van Straubenzee.
Planning Matters 21-009
New planning applications received by SKDC for Parish Council comment after publication of the agenda
S20/2038 trim/reduce 8 silver birch, 1 hawthorn due to encroachment and 1 horsechestnut , on land at Hillview Rd – deadline for response 16/12/20. SWPC submitted the following, PC agrees that the trees should be pruned, the lower branches of the silver birches should be removed, but not the tops of these trees. The PC supports the works to the hawthorn tree and the removal of the horse chestnut tree which could have a detrimental effect on the roadway/ drainage system as outlined.
SKDC planning permissions granted/refused
S20/0420 14 Church St - Repairing of stone mullions and replacement of glass in four window cellar – listed building consent granted by SKDC.
Tree issues 21- 010
by entrance to SW Garden Centre on North Witham Rd To await the recommendations made by the SKDC Planning Enforcement Officer once planning has been sought for this site.
Mill Lane by old Chapel House Clerk to write to resident to deal.
Correspondence 21- 011
Two complaints received since Christmas of antisocial behaviour by youths hanging around the Village Hall. PC to put this on the February agenda for further discussion, the Police are aware but clerk to request further spot checks.
Enquiry received by Cllr Oldfield re. the Parish Councillor vacancy. PC had put this on hold last year due to no interest in the position. PC agreed to put this on the February agenda and then to re advertise the position for appointment March/ April. Enquiry received by Cllr Parish by a resident interested in organising regular litter picks around the village and equipment available for this. Clerk asked to contact SKDC re. long term loan of equipment for this purpose. If this is not possible, the PC will potentially buy some equipment.
